Scope summary
COSTARS membership is limited to eligible entities within the Commonwealth of Pennsylvania. While the COSTARS Program is not accepting out-of-state entities for COSTARS membership, a supplier is free to extend their Pennsylvania contract products/pricing to any entity. However, any sale the supplier would make to an entity that is not a registered COSTARS member is not a COSTARS participating contract sale. It is the responsibility of the purchasing entity to determine if they have met their procurement requirements (applicable statutes).
